direction along 580 and it looks like two cars in the median, one in the center lane, causing some backup, 33 miles per hour is the top speed as you make the drive away from the altamont pass to livermore and it eases when you pass the accident and hold into dublin/pleasanton. we have an s.u.v. that hit a tree and overturned at san pablo dam so it looks like an active scene. more details as they become available. >> abc7 news got it hands on a report from former lapd police chief bratton the consultant about recommended changes for the oakland police department. we obtained the report hours before it will be released at a news conference. the report is critical of the department under the leadership of new former police chief howard jordan who suddenly stepped down yesterday. one thing in the report is the urging of reassigning types of

crimes to direct units. jordan now is resigned because of "health" reasons. we spoke with him. he says he was not forced out. >> my goal is to control my own destiny and at this point the only way to do that is to resign. or seek a medical retirement so i can live longer. >> jordan says he has been contemplating retirement for some time. the mayor introduced the new interim chief, anthony tribio yesterday. >> from cleveland, in 30 minutes one of three brothers arrested in the decade-long kidnapping and rape of three women will be arraigned in court. the two brothers could be released. abc7 news reporter katie marzullo has the latest. >> the two brothers are not charged in connection with the

women. police say there is no evidence they were involved. ariel castro faces multiple charges. this is a look inside a courtroom where he will appear at 5:30 this morning. the brothers are expected to be there and arraigned on other misdemeanor charges. the first video we are we sagging of castro from cleveland, dressed in a blue prison uniform and covers his faith as he passes the camera. >> complaint charging airline castro with four counts of kidnap asking three couples of rape. >> police believe he repeatedly sexually assaulted the women during the entire course of captivity and abc7 news affiliate in cleveland reports michelle knight was impregnated at least five times by castro and he would abort each bay by punching her in the stomach until she miscarried. michelle delivered amanda berry's baby girl and castro said if the baby died so would she and the baby did stop broking but michelle gave her

mouth to mouth. jesus jesus -- gina dejesus does not think she was ever pregnant. the police chief says the women only went outside twice in 10 years and the chief tells abc7 news amanda's daughter would occasionally leave the house with castro. we have learned amanda was able to escape on monday because castro forgot the lock the big inside door when he left to get mcdonald's. >> ariel castro had a run in with police five years ago at a cleveland gas station and the entire incident was caught on a police officer's dash camera video. >> you have a license? you want to be arrested? >> no, no, i don't. >> the charge were dropped. >> his late wife told use he was a monster, friendly in public but physically abusive behind

closed doors. >> in oakland, police are investigating a human head found in a recycling center. workers in california waste solutions came across it at the center on 10th street in oakland yesterday morning. it appears to be a mummy, the skull, and police brought in cadaver dogs. a medical examiner will look at though figure out who it blonds to. >> the livermore national laboratory is looking at cutting 600 employees. the nuclear science laboratory is asking employees to consider voluntary separation offering a week's pay for every year worked up to 26 weeks. laboratory officials say cutting staff deals with federal budget cuts likely to come next year. >> when the grounded boeing 787 dreamliner is back to the skies next month the first flight will land in san jose. japanese airline ana will resume flights june 1, the airline has

cigarette all of the bikers showing up next hour to "bike to work." they are here with coffee, snacks, water, also a lot of encouragement for folks who do it every day or are biking to work for the very first time. this is the 19th year for "bike to work day" starting very small but has become a phenomenon across the pay area. organizers hope it becomes more than a one-time event. >> what we hope is this will inspire folks, more folks, each and every year, to bike every day and you don't have to bike every day, but more frequently, less pollution, better health and it is fun. >> check points have doctors from kaiser permanente talking about sports medicine giving a lost advise and we are told a lot about groups of coworkers

abercromie story? >> not me, i am just here for the weather forecast. >> kind of chilly. this need to worry about an umbrella. the closer you are to the coast the more likely you could get mist this morning and you can see how live doppler 7 hd is showing dry conditions with no organized areas of wet weather today as we look at downtown oakland it will be brighter and warmer across the board until you get to the coast, still coolest with clouds returning and cool tonight but as we head to the weekend the clouds will be less likely dug overnight hours and that allows sunshine and warmer weather to build and we will get an offshore breeze that will heat things up inland for mother's day. you can see clouds at the coast and over the top of us and the big story is the showers and the themes that are possible in the high country and some the clouds may blow off toward us but we will see a lot more sunshine and

because of that temperatures will spend accordingly at two to six degrees warmer than yesterday with 73 at san jose, and in the middle of our low-to-mid 70's in the santa clara valley and 63 in millbrae and we will flirt with 70's from redwood city and palo alto and menlo park and los altos and we are flirting with only 60 at the coast and low 60's in downtown and south san francisco. 63 in sausalito and jump six degrees in san rafael and 69 and warmer up around sonoma and napa and mid-70's for you and the at coast 10 to 10- to 15-degrees c. 66 in cooler and beforely is -- berkeley is 65 and mid-70's throughout the east bay with concord at 74 and walnut creek at 75. at at&t bark, four games with the braves from the east coast bringing 60-degree temperatures. no, it is not that cold. that is what we will have so maybe they will not be used to that and we will be down to 54

tonight we have clouds and temperatures in the low-to-mid 50's. jumping ahead to tomorrow, two degrees warmer, look at how significantly warmer it is this week. mid-to-upper 70's around the bay and low-to-mid 80's inhand and cool at the coast low 60's and temperatures remain above average and dry monday, tuesday, and wednesday of next week. are this hotspots for the commute in. >> it is calming down. if you are not bicycling to work, if you trafficking around westbound 80 it is a decent commute on 580 from better chicago to emeryville and to the bay bridge and eastbound commute is moving swiftly from better chicago to albany. at the bay bridge toll plaza we are clear and not seeing buildup of traffic in cash-paying lane. everything else is moving fine. the travel from antioch to concord you are at 17 minutes

>> live from the kgo-tv broadcast center this is abc7 news. it is thursday. thanks for coming aboard. a check on the weather forecast, first, with mike. if you are bicycling to work or going to work or wherever you are going, it is dry. the drizzle is less likely than yesterday. we are waking up to mostly cloudy conditions but we will have a lot more sun and the highs will climb today. we will be coolest at the coast and sunny at 58 to 60 and the bay will be 61 to 73 and inland, 69 to 76. leyla gulen has the traffic. >> as we take a look at the

golden gate bridge it is clear from sausalito and san francisco but we have more traffic in the southbound direction. we have construction up ahead and to the north in the southbound direction along 101 dean sir francis drake and the waldo tunnel. we have one lane blocked until 6:00 a.m. with a new accident in downtown oakland in a little bit. >> new this or, a report from former lapd chief bill bratton and his team will be released recommending big changes we have obtained a report and abc7 news reporter amy hollyfield has more from police headquarters on the report. >> the report is six pages long and full of recommendations for the police department. one area it studied was how the department analyzes crime. the crime analysis report says that it is too general that officers when they get presentations about crime

statistics are too general. they need specific strategizing and discussion what can be done. the report is critical of evidence collecting saying that fingerprints gathered at burglary scenes are not used in burglary investigations and digital photo files are slow and rarely used and could be a key tool in identifying robbery suspects so they recommend there be more supervision over evidence technicians. this report comes just as the he of police is stepping down. jordan announced suddenly yesterday he is resigning because of health problems. he says he is not being forced out. a 23-year-old veteran, anthony tribirio will fill in for now. >> a former school bus driver is

suspected of keeping three women captive for a decade and is making the first court appearance in cleveland. here is a look inside the courtroom where 52-year-old ariel castro is scheduled to appear charged with kidnapping and rape. the brothers were expected to be arraigned first on lesser unrelated charges but that is ariel castro right there in court speaking with his lawyer there. two alleged victims, amanda barry and gina dejesus are waking up at home after being reunited with families. a third victim remains hospitalized. knight suffered several miscarriages because of abuse at hands of castro. the women were bound with ropes and chains and only allowed outside the home device in ten years until berry made a daring escape on monday. >> something must have clicked and she saw an opportunity and she took that opportunity. she is the true hero. >> the women who are now if

third 20's and 30's vanished separately between 2002 and 2004 at time they were 14, 16, and 20. they do not believe castro's two brothers were involved in the women's captivity but they are still being held on other charges. >> developing news, authorities if humble county have told residents of a small north coast community to shelter in police. as deputies search for a suspect that killed his wife and two young daughters in shasta county. the deputies found the 45-year-old's pickup truck yesterday and a manhunt is underway. officials say the shasta county deputies say he shot and killed his wife and eight and four-year-old daughters on tuesday in their home half an hour weed of reading. >> in hayward, police are searching if a man who officers say forced them to shoot at him. witnesses reported seeing a man with a gun leave the hayward

bart station yesterday afternoon. sky 7 was overhead as officers swarmed the area. one officer spotted the suspect near the dmv office and he pointed a gun at the officer. the officer fire add shot but did not hit him. police searched if throw hours and evacuated several businesses. they have not found the man. >> san jose police are investigating whether there are additional crimes related to a peeping and burglary suspect. the 38-year-old guzman is facing charges for two burglaries in the past month in san jose. both times they say guzman stole items while the people inside were sleeping. last week, officers found a pair of women's underwear on the roof of a home and they say it was taken from a laundry basket in a garage with his finger prints. detectives are asking the public to provide any information on burglaries guzman may have commit. >> caltran is inviting the media

to witness the testing of rods on the bay bridge which are one of the bridge parts that safety is in question. the testing come as day after caltran revealed the cost to repale broken bolts could hit $10 million. adding steel saddles to bridge support will fix the problem and the bolts are designed to keep the bridge safe during an earthquake and caltran is not sure if the bridge will stay open on labor day as scheduled. >> today, bart staff will present directors with results of a new survey that passengers are more accepting of bicycles on trains. last month, bart tested a week-long pilot program allowing bicycles around the clock and 84 percent of passengers say the bicycles had no impact on their decision to ride birth and 75 percent say it had little or no affect on trip leading to a change in current policy that bans bicycles on most trains during commutes. >> expect to see and share the road with lots of cyclists today

as it is "bike to work day." there is an effort to count them using a bicycle counter on market street between 9th and 10th. the mayor and san francisco supervisors will be among the first counted at 6:30, with 500 people pedaling from the 24th street bart station to google headquarters in mountain view. that is a long ride but they will do it together. the san francisco boehnerry is giving free rides across the bay for bicyclists. abc7 news reporter cornell bernard will have a report in 30 minutes. >> revised plan for a new waterfront arena will be presented today. the latest refinements to the arena proposal were shown on monday reducing the height of the arena and buts it back from the bay and adds more open space. the architect says it is in response to community concerns with opponents saying the changes should trigger a re-do of the entire environmental review process.
